Douglas Fountain - 15255 Garnet St. - Stated that he is present to speak for
himself and residents in the vicinity of the landfill who are concerned about
Waste Management's request for a temporary conditional use permit before
completing purchase of property. Mr. Fountain stated that he also is
requesting Council rescind their decision to not conduct a public hearing
regarding the permit request and that a public hearing be conducted in
February based on the following:

1. An undocumented inability of the present operation site to meet
operation requirements for cover material.

2. Lack of information concerning continued and future plans of Waste
Management's operation within the City.

3. What impact will the mining operation have on the community and
envi ronmen t?

4. Inconsistencies in Don Otter's remarks made at the December 4, 1984
Planning and Zoning meeting.

Sheila Morgan - Stated she talked to Terry Miller and he told her that the
permit is needed for Site P; that it would open the door for Site P to come
in; they don't need the cover material now, just a small amount at the end;
the cover material is mainly intended for Site P.

Douglas Fountain - Stated that these statements need to be addressed at a
public hearing so Council can act in an appropriately informed manner. Mr.
Fountain referred to Council minutes of April 30, 1975 in which Mr. Arnie Cox
stated that it is time for accountability and credibility to come back to
government and people deserve answers. Mr. Fountain referred to an article in
the Union on October 25, 1984 in which Mr. A1 Sorteberg commented that there
are 10,000 people in the City of Ramsey and 200 people showing up at a public
hearing does not constitute the majority; and that Council has to act in the
best interest of all the people, not just a small group. Mr. Fountain
referred to May 7, 1980 Council minutes in which Mr. Cox stated that if the
landfill is not run properly it could ruin the entire City. Mr. Fountain
referred to December 4, 1984 Planning and Zoning minutes in which Mr. Otter
explained that fill material for the subject property could be needed until
the year 2005; Mr. Fountain stated that this could hardly be construed as
temporary. Mr. Fountain referred to April 30, 1984 Union publication in which
it states that Waste Management proposes to buy the property to operate as a
landfill. Mr. Fountain stated that it is inconceivable that a public hearing
could alter the sale and purchase desireability for Waste Management; if they
want the property, it will still be a good deal two or three months from now.
If a public hearing is not conducted, Council should deny Waste Management's
request for a mining permit.

Mayor Gamec requested that Mr. Fountain expound on his remark that the site is
not being operated properly.

Mr. Fountain replied that it could be operated much better; Waste Management
has been site many times by this Council for not adhering to Anoka County
Ordinances regarding their operation.
