CASE #2 <br /> <br />REQUEST FOR SITE PLAN REVIEW OF AMSCO <br />By: James Gromberg, Project Manager <br /> <br />Background: <br /> <br />A1 Harp of AMSCO, 14201 Azurite Street N.W., has submitted a site plan for a 2,800 square foot <br />expansion of the existing facility. The proposed expansion includes a 1,200 square foot space for <br />offices and 1,600 square feet for cold storage. AMSCO manufactures coating materials for <br />primarily recreational services such as tennis courts and running tracks. The following information <br />is included for your review: <br /> <br />2. <br />3. <br />4. <br /> <br />Site location map <br />Certificate of Survey <br />Site plan <br />Review letter from City Staff dated December 28, 1992 <br /> <br />Observations: <br /> <br />The expansion is in compliance with City Code standards with respect to lot coverage and <br />setbacks. <br /> <br />The five parking spaces currently existing on the site meet minimum code requirements for <br />one space per employee on the maximum working shift. However, at the January 5, 1993 <br />Planning and Zoning Commission meeting, the applicant agreed to increase his parking <br />spaces to eight, which will include one handicap space. <br /> <br />City Code requires that driveways, off-street parking areas and loading areas be paved and <br />curbed. The existing areas on the parcel are not currently paved or curbed. The applicant <br />should be required to pave and curb the driveway, off-street parking and all loading areas <br />with this expansion. Azurite Street N.W. is not currently public, improved roadway which <br />has been maintained by the City for approximately ten years. The City would not accept <br />the street for public purposes until it is brought up to public standards. The site plan <br />agreement to be entered into by the applicant for this expansion would include the applicant <br />to participate in any petition for improvements to the area. <br /> <br />The proposed exterior walls of the expansion are to be constructed of 100% metal <br />materials. City Code requires 50% of the materials be other than metal on any wall adjacent <br />to any existing or future streets or structures. Since the existing structure is constructed of <br />concrete block, it is recommended that the expansion also be constructed of concrete block. <br /> <br />Recommendation: <br /> <br />City Staff recommends that the site plan be approved contingent upon the revision of the site plan <br />to include the items listed in the City Staff Review Letter dated December 28, 1992. <br /> <br />The EDC may also wish to recommend that the normal requirement for completion of site plan <br />improvements be one year. As this is a new company, it may be a good recommendation to the <br />City Council to allow a two-year period to come into compliance with the paving, curb and gutter. <br />The City could be guaranteed that the improvements will be done by requiring a two-year financial <br />guarantee instead of the normal one year guarantee. <br /> <br /> <br />
