Case #7: Amendment to Chapter 2 of the Ramsey City Code

City Administrator Schroeder stated that the City Council has the opportunity to set its
meeting times and dates and order of business as it so chooses. It has been suggested by
members of the Council that the meeting time change to 7:00 p.m. He added that Staff
would like to suggest that the order of business be slightly amended also. The Economic
Development Commission has requested City Council to amend Chapter 2 of the City Code
to allow for non-Ramsey residents to serve on Commissions. Earlier this year Council
made the change in the alternative after significant discussion. Mr. Schroeder stated that
lack of change as requested by the EDC would result in not being able to reappoint
Commissioner Vevea to another term on their Commission.

Councilmember Zimmerman expressed concern that if the Council meetings are changed
from 7:30 p.m. to 7:00 p.m., some people may still be working and wouldn't be able to
attend.

Councilmember Hardin stated that Council could facilitate it so if people are going to be
late, their case can be moved closer to the end of the agenda.

Councilmember Beyer felt that changing the meeting time to 7:00 p.m. would be confusing
because it's been at 7:30 p.m. for so many years.

Motion by Councilmember Peterson and seconded by Councilmember Hardin to introduce
Ordinance #92-XX amending Chapter 2 of the Ramsey City Code.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson and Hardin.
Voting No: Councilmembers Beyer and Zirnmerman.

DRAFT COPY- CITY COUNCIL MEETING MINUTES
DECEMBER 22, 1992
