CASE #1 <br /> <br /> PRECINCT LIAISON MEETINGS <br />By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />Chapter 3 of the City Charter, entitled Council Procedures, Section 3.2 Liaison Function, <br />3.2.3 Precinct Liaison Meetings, states that Precinct Liaisons shall be required to hold a <br />minimum of two meetings per year with the taxpayers of that precinct and notification of <br />the meetings shall be published in the City newsletter in advance. <br /> <br />At their January 12, 1993 meeting, City Council requested that the Charter Commission <br />review the requirement of such meetings. Due to the resident's lack of response to the <br />meetings in the past, Council feels these meetings may not be necessary. The Mayor and <br />Councilmembers are assigned to a precinct and that information is public, thereby, inviting <br />residents to call them if they have any questions or concerns. <br /> <br />Pursuant to M.S. 410.12, Subd. 7, upon recommendation of the Charter Commission, the <br />City Council may enact a Charter amendment by ordinance. Such ordinance may be <br />enacted only after a public hearing. The ordinance is not effective until 90 days after its <br />passage, during which time the voters are given the opportunity to present a petition <br />requesting a referendum on whether the ordinance should be adopted. <br /> <br />You may recall this is the same procedure used to amend Chapter 8 of the Charter. <br /> <br />A proposed ordinance is enclosed for your review. <br /> <br />The Council is therefore asking for your recommendation on this ordinance. <br /> <br />Commission Action: <br /> <br />Motion to direct City Staff to initiate proceedings, in accordance with State Statutes, to <br />amend the City Charter to eliminate the requirement for precinct li~son meetings. <br /> <br />Reviewed by: Copies distributed to: <br /> <br />City Attorney City Administrator <br /> Mayor & Councilmembers <br /> <br />Charter: 3/18/93 ' <br /> <br /> <br />
