CASE <br /> <br />UPDATE ON PRECINCT LIAISON REPEAL ORDINANCE <br /> By: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />At the January 12, 1993 City Council meeting, Council requested that the Charter <br />Commission review the requirement of precinct liaison meetings. Due to the residenfs lack <br />of response to the meetings in the past, Council felt these meetings may not be necessary. <br /> <br />At the March 18, 1993 Charter Commission meeting, the Charter reviewed Chapter 3 of the <br />Charter entitled Council Procedures, Section 3.2 Liaison Function 3.2.3 Precinct Liaison <br />Meetings which states that precinct liaisons shall be requixed to hold a minimum of two <br />meetings per year with the taxpayers of that precinct and notification of the meetings shall <br />be published in the City' newsletter in advance. The Charter Commission felt that citizens <br />are given an opportunity at the beginning of each Council meeting to be heard and directed <br />City Staff to initiate proceedings in accordance with State Statutes to amend the City <br />Charter to eliminate the requirement for precinct liaison meetings. <br /> <br />The proposed ordinance repealing the precinct liaison meetings and the public hearing <br />notice were published in the Anoka Union on Friday, May 14, 1993 and Friday, May 21, <br />1993. <br /> <br />The public hearing was held on Tuesday, May 25, 1993. There was no opposition stated <br />by the public to the repealing of such meetings and the ordinance was introduced. <br /> <br />On Tuesday, June 8, 1993, the ordinance repealing precinct liaison meetings was adopted <br />by the City Council. This ordinance/Charter amendment will become effective September <br />8, 1993. <br /> <br />Commission Action: <br /> <br />No action required.
