Mayor Strommen noted there is overlap between Tactics 23) and 24) and asked staff to review
both.
Community Development Director Gladhill explained that Tactic 23) relates to the staff
resources it takes and Tactic 24) relates to staff's request for quotes to look at the software
system.
Mayor Strommen stated that shows the resources are driving the tactics.
Councilmember Johns suggested evaluating the process to determine if staff is needed or
software is needed.
Mayor Strommen stated both may be needed but she felt they were the same tactic whether
addressed through staff or software.
The Council considered the Strategic Initiative to define and promote Ramsey brand, tactics, and
key outcome indicator/metrics.
Councilmember Riley asked if this is an area to add the issue of zip code, which would be
important for the Ramsey brand.
Mayor Strommen relayed what happened recently while signing refinancing documents that each
identified her house as being located in Anoka, Minnesota. She felt this reflected that Ramsey
has lost its brand to Anoka.
The Council agreed to add the issue of zip code to this strategic initiative.
The Council considered the Strategic Initiative to improve the image of key corridors (Highway
10, County Road 5, and Highway 47), tactics, and key outcome indicator/metrics.
Councilmember Riley stated he does not agree with Tactic 27) Use property owner/citizen
engagement strategies to establish a Corridor Improvement Statement of Goals and Policies, as
they will be happy with what is going on with their property. He felt it was more an opportunity
for leadership and that the way it is communicated could be softened. Councilmember Riley
stated if you ask what the biggest problem is, it is not the cars on the right-of-way so he doubts
engaging owners/citizens will be effective.
City Administrator Ulrich stated he understands that but thinks the value of bringing them to the
table is laying out the City's goals and objectives and gaining feedback.
Councilmember Riley stated with a lot of communication, method of delivery is the important
part.
Mayor Strommen stated it does not say how they will be engaged but that they will be engaged,
which is the important point.
City Council Work Session / April 28, 2015
Page 7 of 9
