CASE

ENVIRONMENTAL EXPO AND TREE SALE
By: Mark Boos, Parks/Utilities Coordinator

Background:

Ass-ming we have a nee sale this year, it will be the 19th Annual Trec Sale and thc Fifth Annual
Environmental Expo which is quite a record! incidentally, the City sponsored tree sale is now
emulated by many communities, including Andover and Oak Grove, as of last year. Expo/Tree
Sale planning will begin this month, we hope to engage residents to supplement staff time and
increase involvement as we did last year. It is expected that the tentative May 1, 1993 event will be
similar to years past, although perhaps, minus the "round table discussions". Questions that the
Budget Committee may want to address include:

· Should we continue thc Environmental Expo in addition to the Tree Sale?

Should a naturalist or "program" similar to the Raptor Center's be featured? If so. the
Budget Committee will need to allocate approximately $300 to $600 for Expo related
educational entertainment and miscellaneous items (i.e., postage and incidentals).

May 1, 1993 is the preferred date for the tree sale date as opposed to the traditional last
Saturday in April for two reasons: 1) weather may. be more clement: and 2) we have had
difficult3., attracting various agencies due to '~Earth Da','" celebrations Lypicalty occumng that
weekend. Staff intends that the Pet Clinic also occur on this Saturday with the Bike Road-
eo and Clean-up Day tentativejv scheduied for the following weekend.

Preparatory. to these events, the Budget Committee will need to determine ff. or under what
circumstances, City Staff should receive pay for these Saturday a.ffaks. The only person to
receive pay during the Tree Sale/Expo, that I am aware of, was the Environmental
SDecialist who reported for duty at 6:00 a.m. to coordinate tree vendor activities. The five
or six hours he worked were within the week's 20 hour average and consistent with prior
veerS.

Enclosed is information from the 1992 En~Sronmenral Expo and a copy of the letter from Stz~ff sent
to prior },ear's vendors.

Budget Committee Action:

.%b-ox,id~ Staff ,a4~ genera2 planning guidance and ~re:r S~f to brims ~e Budset c --'
de~ed Tree S~e,~nv~nmen~ Exvo propos~ ~4m costs ~ s~n as i: is av~ie.

Reviewed By: Copies also Distributed to:

?arics~fiiifies Coordinator

City Admimstraror
Finance Officer
,Zh-oiect Manager
Personnel Coordinator,
En~sronmemal Sr~ec/aiis;

BC:0i-26-95

/5
