Case <br /> <br />SCHOOL DISTRICT COMMUNITY EDUCATION/RECREATION FUNDING <br /> By: Sandra Ashley Helling, Finance Officer <br /> <br />Background: <br /> <br />During the 1993 General Fund budget work sessions, City funding of community education and <br />recreation programs was discussed at length. In the final budget, Anoka-Hennepin Community Education <br />was funded at $12,000 and no funding was designated for the Elk River Recreation Program. Staff was <br />directed to bring back the education/recreation topic at a future meeting. <br /> <br />Enclosed is an editorial from the Elk River Star News of February 10, 1993 which discusses the #728 <br />Joint Powers Recreation Program. To quote, in part, <br /> <br />"This is not a school program, it is a program where communities got together and <br />decided it was less expensive for them to have a coordinated district-wide recreation <br />program than to have one of their own ... Members in the program are Elk River, Otsego, <br />Rogers, Dayton and Hassan and Livonia townships, and now Zimmerman. School <br />District #728 is the fiscal agent. Some hold-outs are Frankfort, Orrock, Burns and Big <br />Lake Townships and the City of Ramsey..." <br /> <br />As the "hold-out" discussion has now been taken up in the Elk River Star News, and it is getting close to <br />the summer season (therefore summer recreation programs), it is possible Councilmembers may hear <br />from Ramsey residents that have been or will be required to pay a non-member fee of $3.00 for classes <br />with regular fees of up to $9.99 and an extra $5 for classes with regular fees of $10 or more. <br /> ¢ <br /> <br />Finance Committee Action: <br /> <br />Based on discussion. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />Finance Officer <br /> <br />FC: 2/23/93 <br /> <br /> <br />
