INTER-OFFICE MEMORANDUM

Michael Auspos, Police Chief
Mark Boos, Parks/Utility Coordinator
Mary Gomez, Senior Accountant
David Griffin, Fire Chief
David Gustafson, Sergeant
Steve Jankowski, City Engineer
Dean Kapler, Assistant Chief
Kay McAloney, Personnel Coordinator
Merle Mevissen, Public Works Supervisor

Ryan Schroeder, City Administrator

FROM: Sandra Ashley Helling, Finance Officer

DATE: March 4, 1993

SUBJECt: CAPITAL OUTLAY REQUESTS NOT FUNDED IN 1993

It seems like only yesterday we were finalizing the 1993 General Fund Budget, but it
was actually three months ago. During those discussions the Finance Committee and
staff identified several capital requests that were deemed worthy; however, the
budgeted revenues were insufficient to fund. Since that time the year-end 1992
variances from budget have been identified with a favorable result of approximately
$209,000. This variance will be the primary topic of discussion at the Finance
Committee meeting of March 9, and the Committee would like to hear from staff as to
City-wide priorities.

On February 9, 1993, at the request of the Police Department, the Council did approve
the purchase of three (3) Mobile Data Terminals (MDTs) in the amount of $12,716.10.
The funding source was specified as the Landfill Expendable Trust Fund; however, it is
possible the Council will redesignate the funding from the 1992 favorable result. If
this is the case, the balance under discussion would then be $196,000.

This favorable balance resulted from specific revenue sources that are not forecast to
continue or continue at the 1992 rate (LGA, airport reimbursement, building permits).
Therefore, items of discussion should be capital or one time in nature to avoid
increasing operating expenditures without the ongoing revenue source to fund same.

Attached hereto is a listing of items that were given honorable mention at the close of
the 1993 budget sessions, the MDTs that were subsequently approved by Council and
a new item not requested in the 1993 budget. This new item is to replace the carpet in
the Council chambers, refurbish the mall area and carpet the Police area at an
estimated cost of $10,000 or less.

If I have missed something or you would like to add to the list, please feel free to do
so. Then rank the items listed with your priority number and return to me no later
than Monday, March 8. I will summarize the responses and distribute at the
Finance meeting of March 9.
