Supervisor <br /> <br />SUBJECT: STAFF RECOMMENDATION REGARDING CAPITAL OUTLAY REQUESTS <br /> NOT FUNDED IN 1993 <br /> <br />Department heads and supervisors met on March 8 to discuss and develop a staff <br />recommendation regarding priority status of capital outlay requests deemed worthy but not <br />funded in 1993. This discussion was initiated due to a favorable 1992 revenue versus budget <br />status. <br /> <br />Staff's unanimous, three part, recommendation is as follows: <br /> <br />1. A 12/31/92 transfer be made to the City's Equipment Revolving Fund <br /> for the following: <br /> <br />MDTs as approved by Council 02/93 - 1993 purchase <br />Replace Squad #4 - 1993 purchase <br />One ton 4 x 4 Public Works truck w/dump body & plow <br /> 1993 purchase <br />New Fire Department tanker ($73,500 - 31,700 prey. funded) <br /> 1993 purchase <br />Equipment Replacement Fund ($264,225 - 138,225 prev funded) <br /> Total 1992 Transfer to the Equipment Revolving Fund <br /> <br /> $12,716 <br /> 10,442 <br /> <br /> 18,921 <br /> <br /> 41,800 <br />110.837 <br />$194,716 <br /> <br />2. A 12/31/92 transfer be made to the City's Administrative Trust Fund <br /> to provide future funding for the following: <br /> <br />Planning assistance as approved by the Council 02/93 <br /> <br />$13.000 <br /> <br />Memo Total $207,716 <br /> <br />Council designate interest earnings from the Landfill Expendable Trust Fund in the <br />approximate amount of $120,000 per year for the years of 1993, 1994 and 1995 to <br />fund capital improvements for Parks. <br /> <br />In the event the Council does not fund parks capital improvements for 1993 from the Landfill <br />Trust Fund, staff then recommends the dollars allocated to the Equipment Replacement Fund <br />in part one above instead be used to fund 1993 Parks Capital Improvements. <br /> <br />As with all capital outlay budgets or allocations, prior to advertising for or soliciting bids on a <br />capital item(s) budgeted, the purchase discussion is brought', back to the Finance Committee <br />for specific approval to proceed. In this way changes in the City's revenue streams or capital <br />need can be reviewed prior to actually making a commitment to spend the money. <br /> <br /> <br />
