CASE #5

CITY OF RAMSEY 19TH ANNUAL TREE SALE AND
FIFTH ANNUAL ENVIRONMENTAL EXPOSITION
By: Mark Boos, Parks/Utilities Coordinator

Background:

The Tree Sale and Expo will be held on Saturday, May 1, 1993 at the Ramsey Municipal Center.
The activities and format will be very similar to those in 1992.

It has been the desire of City Council and Staff to encourage resident participation for the
community development aspect and to hold the line on costs for this event. This goal was met by
the formation of the Citizen's Tree Committee (a volunteer subcommittee of the Park and
Recreation Commission). Last year, these residents proved invaluable for planning and staffing
the Expo. This year, the volunteer base has been expanded slightly by "co-sponsorship" of the
Expo by the Anoka County Tree Board. Anoka County Tree Board participation and their official
"not for profit" status provides the opportunity for t-shin sales and other fund raising endeavors.
For this reason, some of the Expo costs may be reduced. As an example, for several years the
City has purchased pm-packaged seedlings for the Ramsey Elementary School pupils. This year,
Twin Cities Tree Trust will be packaging DNR seedlings, with the Tree Board disseminating the
seedlings as part of an essay contest; thus, the City will not incur this cost. The DNR (according
to the Anoka County Tree Board Chairperson) will provide colored paper for flyers. This was also
a modest cost incurred last year.

While not an actual savings, the $5,000 grant for large deciduous trees received as part of our
ReLeaf grant will certainly be a significant bonus to our residents.

City funds requested for the Expo will be:

$25 Film and developing
A resident volunteer will take the photos. Last year this person incurred the cost.

$300 Resident seedling packaging
The 1,200 bags with instructions will be delivered by Twin Cities Tree Trust. This "not-
for-profit" organization employs disadvantaged youth for tree planting and education. The
cost for these bags, packing and information is 34¢ each. The cost to the City will be 25¢.
Staff will have an alternative for nee packaging available for discussion at the meeting.

$375 2.5 hours Family, hands-on environmental education
Animal Adventures is a "company" comprised of humans and creatures dedicated to
interpreting the interaction between humans and the natural world.

The three items listed above are the only requests of special expenditures known at this time.
However, the Citizen's Tree Committee is fond of a cultural diversity component consisting of
Native American dancers. This program is family oriented and includes a moderator format. It has
been suggested that if the Finance Committee and City Council approve this component of the
Expo, it might be one that would be a good candidate with cost sharing with the City. More
information on this request/issue will be available at your meeting.
