REPLACEMENT OF TWO SQUADS
By: Michael Auspos, Police Chief

CASE #1

Background:

Funding for the replacement of police patrol vehicle S-3, was included in the 1993 Capital
Outlay budget section. At the Finance Committee meeting of March 9, 1993, funds were
allocated for the replacement of police patrol vehicle S-4.

Both vehicles are now over 1130,000 miles and by the time the new squads arrive will likely
have in the area of 110,000 miles or more. Therefore, it is proposed that both vehicles be
sold or traded in. I received an estimate from Bill Stuart, Superior Ford, of $2,600 per car,
trade in value when the new squad cars come in.

The following is the funding status for these replacements:

Estimated new purchase price
Useful life; two years
First year replacement funding
required
Memo Total

S-3 2-4 Toml
$14,500 $15,443 $29,943

7,250 7,722 14,972
$21,750 $23,165 44,915

Available in the equipment
replacement fund for replacement
of existing squads:

(11,910) (12,723) (24,633)

Less estimated proceeds from squads (2.600) (2.600) (5.200)

Revised 1993 funding required

$ 7,240 $ 7,842 $15,082

Original funding for 1993 purchase:

9,840 10,442 $20,282

We are buying the new cars from Superior Ford who sells the squads at the State of
Minnesota contract price. That price this year is $12,826 (base price is $12,725 and we
have some add-ons). It should be noted that last year the base price was $12,765 and the
final price with add-ons was $ i3,045.

I have included in the budgeting for the vehicles a figure for stripping the old cars and
rewiring the new ones. I believe that the difference between the above amounts of $14,500
and $15,443 will accomplish this. Part of the rigging cost this year will be in arranging the
car's equipment in such a fashion that in 1994, when the new cars will have dual air bags,
we will have a system already set up that will be legal for Federal regulations.

We are working with a company in Maple Grove to determine an estimated cost for this
wiring job.

Finance Committee Action:

Motion to approve the purchase of two (2) 1993 CroWn Victoria Police vehicles at an
estimated purchase price of $29,943.

Reviewed by:

Police Chief
Cit3, Adminis~tor
Finance Officer
FC: 03/23/93
