- CASE # <br /> <br /> REQUEST FOR ADVERTISEMENT FOR BIDS <br />COMPUTER SYSTEM REPLACEMENT FOR POLICE DEPARTMENT <br />By: Jeff Arneson, Investigator <br /> <br />Background: <br /> <br />The Police Department has been experiencing repeated problems with its computer system. <br />Although the problems have been minor, they are frustrating and time consuming. All of <br />the problems appear to be directly related to the keyboards, other than the hard drive failure <br />on the IBM AT PC. All of the TI 931/VDT terminals have keys that are sticking, locking <br />up the computer, and necessitating the re-booting of the system. Recently the IBM AT PC <br />keyboard has started experiencing this problem. In September 1992, the IBM AT PC had a <br />hard drive failure. It was repaired and the unit was checked for other problems. This unit <br />could give us a few more years of service except for the monitor and keyboard. The TI <br />931/VDT terminals were purchased in 1984 along with the TI 990 mini-computer. The <br />IBM PC's were purchased at approximately the same time. To correct the current problem, <br />the four TI 931/VDT terminals and the monitor and keyboard for the IBM AT PC need to <br />be replaced. <br /> <br />Last fall during budget workshops, it was agreed that a review of the Police Department <br />computer needs would be performed. This review has been completed and addresses the <br />current tasks and possible future tasks. To address the above listed problems there are five <br />other options available. Two of the options correct the problems without increasing the <br />capabilities of the system. The review detailing the five options is attached. <br /> <br />Observations: <br /> <br />The funding for the new system will be from the equipment replacement fund. Without the <br />expertise in computers, the acme cost and feasibility of each proposal cannot be determined <br />at this time; however, as computer hardware prices decrease the costs associated with a <br />new system will decrease. After the bids have been received, the proper choice can be <br />submitted with cost figures for your consideration. <br /> <br />Staff Recommendation: <br /> <br />It is recommended the City request bids from vendors for replacing the TI 990 rrfini- <br />computer with a total PC system, replace the TI 990 mini-computer plus a PC computer <br />work station with network system, or keeping the TI 990 mini-computer plus a PC <br />computer work station with network system; all options with new printers. Bids for all <br />three options will let us choose which option is the most cost effective at this time. <br /> <br />Committee Action: <br /> <br />Motion to direct the City Administrator to solicit bids for a new system based on a PC <br />system. <br /> <br />Review Checklist: <br /> <br />Investigator <br />Finance Officer <br />Chief of Police <br />City Administrator <br />FC: 04/27/93 <br /> <br />/7 <br /> <br /> <br />
