COUNTY ROAD #116 ALTERNA'rlVE TRANSPORTATION CORRIDOR
By: Mark Boos, Parks/Utilities Coordinator

Background:

Attached you will find a letter from MnDOT accepting the City of Ramsey and the City of Anoka's
bikeway/walkway proposal for Federal funding. The proposal, you'll recall, links Anoka and
Ramsey via an off-roadway travel surface, provides lighting, bike storage lockers and scenic
beautification along Highway #116. The project description and proposal is attached.

The quarter of a million dollar project will be a collaborative endeavor between Anoka and
Ramsey. The specific costs will be determined by bids. A large part of the 2.6 mile project will be
within Ramsey, such as the link from the Flintwood Terrace Park to the Elementary School. The
contributions from each City may not be exactly equal. For instance, land acquisition expenses
south of the Ramsey Elementary School may be borne solely by Ramsey.

Assuming both Councils desire to proceed, the majority of the construction will occur in early or
mid-1994.

Requested within the Park and Recreation Commission's 5 Year C.I.P for 1994 is a $38,000 line
item that speaks of this project. The dollar amount originally addressed the same basic project, but
from a different funding source (Met Council). That amount represented the projected value of our
in-kind efforts. As you will recall, the City saved more than 60% of the construction costs for the
paths built in Woodland Green and Emerald Pond Parks last year by park personnel performing the
subcutting and restoration.

In-kind services are expected to reduce cash expenditures for meeting Anoka and Ramsey's project
costs of 50%.

A detailed review of the project and process will be available at the meeting.

Finance Committee Action:

Motion to recommend to City Council acceptance of the grant funds.

Reviewed by:

Copies also distributed to:

City Administrator
Parks/Utilities Coordinator

Finance Officer
City Engineer
Mark Nagel, City of Anoka
Butch Brandenburg, City of Anoka

FC:5~5~3

,97
