QUALIFYING CRITERIA <br /> <br />Projects which are eligible for Enhancements funds as defined in the 199I <br />Jntermottal Surface Transportation Efficiency Act (ISTEA). <br /> <br />The prima.rs, activity of the County Road #116&ltemative'qS:*ansportation '~rridor v,411 be <br />provision of facilities for pedestrians and bicycles. This project will <br />improve bicychst-pedestrian safety and encourage effective intermodal transportation. <br /> <br />Acquisition of 900 feet (×35 wide) of shoreland will accomplish scenic <br />preservation and protection from urbanized development of a wetland lake resulting in <br />direct punic exposure to this significant natural resource. <br /> <br />Scenic beautification will occur within the principal roadway areas this alternative <br />transportation corridor parallels. The landscaping will enhance the aesthetics of both <br />the pedestrian/bikeway and the roadway arterials. <br /> <br />The landscapings diverse colors, shapes and the different species of wild flowers, trees <br />and shrubs will enhance the ecological resources of the regional and local parks and the <br />landscape career center located at Anoka Senior High School. <br /> <br />Project proposers request that the County Road #l ] 6 Alternative Transportation Corridor <br />be evaluated in both the pedestrian and bicycle facilities and the scenic and environmental <br />groups. <br /> <br />Projects with an assured local (non federal funds) match of at least 20 <br />percent of the estimated total cost of the proposed project. <br /> <br />A local match of 50% in the form of land acquisition and construction costs is assured <br />by project proposers. The combined resources of the Cities of Anoka and <br />Ramsey ensure that the project implementation will begin immediately upon <br />approval of ISTEA funding. <br /> <br />Projects for which the proposer assures it will operate and maintain the <br />property and facility for the useful life of the improvement and not change <br />the use of any right of way acquired without prior approval from the <br />Minnesota Department of Transportation and the Federal Highway <br />Administration. <br /> <br />The proposed Americans with Disabilities Act compliant improvements will be available for <br />use year round and will be operated and maintained as part of the two cities' sidewalk, <br />trail and street maintenance programs. The need for this transportation bikeway/walkway <br />will continue to grow and, therefore, its use and maintenance will be perpetual. <br /> <br />Projects submitted through/by: I) cities over 5,000 population, 2) <br />counties, or 3) state agencies. <br /> <br />The City of Anoka (population 18,000) and the City of Ramsey (population t4,000) <br />both have exemplary records of federal and state fund management, including the MnDOT <br />chxS. sion of State Aid. Each C'ity is staffed adequately to effectively process and assist with <br />the enhancement programs requ/rements. <br /> <br /> <br />
