Projects which have already gone through a statewide or regional project <br />priority setting process. <br /> <br />In 1981, MnDOT funded a $59,000 bikeway/walkway projecl parallel to State <br />Trunk Highway #47 and immediately south of the Count)' Road #116 Alternate <br />Transportation Corridor. This is but one of the connections the ISTEA <br />Enhancernent funds will cause. <br /> <br />The Highway #116 vehicular Rum River crossing received state-wide and regionM <br />prior/ty resulting in the 1991 completion of the bridge and overpass and resultant <br />connections of the Cities of Anoka, Ramsey and Andover. Because this project <br />consists of a series of transportation linkages to existing components, the project <br />can also be considered underfunded to the extent that a $165,000 pedestrian <br />overpass and four separate fenced and concrete walk/bikeways are in place but are <br />missing the critical connections that ISTEA Enhancements will provide. <br /> <br />The County Road #116 Alternative Transportation Corridor was accepted and <br />reviewed by the Metropolitan Council's Surface Transportation Program review in <br />1992. The project ranked in the upper half of those submitted but financial <br />constraints did not allow for the project funding. Since that submittal, the project <br />has been enhanced by project expansion, landscaping, lighting and by the historic <br />preservation component. <br /> <br />Trunk Highway #47 is the principal north/south arterial running through the entire <br />community of Rarnsey and connecting Rarnsey with downtown Anoka. CounD, <br />Highway # 116 runs the entire length of the AnokaYAndover border and traverses <br />east into Coon Rapids and Blaine. Plus, fi.om Trunk I--hghway #47, both north and <br />south of the intersection with Counv,., Highway #116, is scheduled for a Minnesota <br />Department of Transportation roadway and intersect/on improvement in 1994. <br />This improvement wiI1 accommodate right-of-way for the <br />bikeway/walkway project found in this proposal. Completion of the <br />County Road #116 Alternative Transportation Cooridor will promote, <br />demonstrate, and facilitate sustainable transportation in the <br />Northwest Metropolitan Area. <br /> <br />Projects which demonstrate more than a local impact or benefit. <br /> <br />The residents and commuters within the communities of Andover, Anoka and <br />Ramsey will directly benefit bv the CounD' Highway #116 alternative transportation <br />corridor funded by this proj~ect. The projected area of benefit includes those <br />ufiliz/ng the transportation link. along Count), Highway #116 linl,Sng the Enterprise <br />Industrial Park and the Gateway North Industrial Park to the River's Bend <br />Commercial Area, the City of Anoka Highway Commercial Area, the Anoka <br />Metropolitan Transit Commission Park and Ride Lot, the Anoka Senior High <br />School, and adjacent public and private uses. <br /> <br />This project will provide a bikeway/walkway component assisting the connection of <br />Trunk, Highway g47 and Count3' Highway #5 with Count3' Highway #116. The <br />result will be linking ail of the above five muki-modal components with several <br />subdivisions, elementary schools and another commercial district, in addition to <br />three fully accessible American Disabilities Act compliant park developments within <br />the City of Ramsey. This project will provide accessibility, to these parks and to the <br />communities of Anoka and Andover. In addition, the bikeway/walkway project <br />will accommodate accessibility to several other local and regional parks and the <br />Anoka Count), fairgrounds. <br /> <br /> <br />
