1993 - 1998 CAPITAL IMPROVEMENT PROGRAM

PROJECT DESCRIPTION

ROADWAY IMPROVEMENTS

Project #1 - McKinley Street Projects

The McKinley Street projects, upon completion, will function as the frontage mad for the north
side of Highway #10. Although it is north of the Burlington Northern railway, this collector will
disperse primarily commercial and industrial traffic from local sources along Highway #10. It is
contemplated that eventually this roadway will run from Armstrong Boulevard N.W. southeast to
the border with Anoka with the intent of connecting to Thurston Avenue as well as Tnmk Highway
~t47 within Anoka. Within this Capital Improvement Program, it is projected that improvement
along this corridor will occur in 1994 and 1996. It is expected that the east/west portions of the
project will be funded by Tax Increment and MSA proceeds and that any north/south connecting
links will be assessment projects with 50% of project costs being assessed and the other 50%
being funded by Tax Increment proceeds. Within the 1998 time frame, it is projected that the
length between Tungsten Street N.W. and Basalt Street N.W. will be completed as an east/west
collector street and that two north/south links with County Road #116, one at Tungsten Street
N.W. and one at Azurite Street N.W., will be completed as well. The entire project is currenttv
estimated at $1.45 million with just over 23% designated as an assessment, approximately 63~o
from Tax Increment proceeds, and approximately 14% coming from the MSA fund.

Project

McKinley Street N.W. from County
Road #57 to Tungsten Street N.W.

McKinley Street N.W. from Count),
Road #57 to Azurite Street N.W.

McKinley Street N.W. from Azm'ite
Street N.W. to Basalt Street N.W.

Azurite Street N.W. from McKinley
Su:eet to County Road #116

Tungsten Street N.W. from
McKinley Street to County Road
#116

1994 $ 430,000 - TIF

1996 $110,000 - MSA
$ 80,000 - TIF

1996 $ 95,000 - MSA
$ 65,00O - Tn:

1996 $130,000 -Assessment
$130,000 - TIF

t996 $ 205,000 - Assessment
$ 205,00O - Tn:

$1,450,000

Project F2 . Sunfish Lake Drive N.W. between Sunfish Lake
Boulevard N.W. and Trunk Highway g47 will carry predominantly residential traffic. That
portion between Sunfish Lake Drive N.W. and Ramsey Boulevard N.W. will be more commercial
and industrial in nature. It is contemplated that within the 1993 - 1998 time frame the entire
roadway will be completed. Segments of the roadway have been in place since 1992 with
additional improvements in 1993 as residential subdivision collectors. It is projected that the
