CASE # <br /> <br />MULTI-FAMILY HOUSING/SENIOR HOUSING <br />By: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />Enclosed for your review are two proposals to conduct market studies for either a senior <br />housing analysis or both a senior housing and a multi-family housing analysis, generally. <br />The lower of the two quotes by Maxfield Research Group for both the senior housing and <br />the multi-family housing is approximately $8,500. The same f'u-m has a quote of $5,600 <br />for senior housing only. <br /> <br />From time to time we have had discussions relative to the degree of assistance or the desire <br />to encourage either multi-family housing or senior housing opportunities. You are aware <br />that at present, we don't have any multi-family zoned property within the Urban Service <br />Area. It should be noted that behind the Ramsey shopping center, there appears to be <br />available land which could be utilized for multi-family housing (which I believe is either <br />free from deed restrictions or can readily have those removed). Also, Mr. Jack Menkveld <br />has proposed a multi-family section in his Sunfish Square development at the intersection <br />of County Road #116 and Sunfish Lake Boulevard N.W. In addition to that, at the <br />intersection of County Road #5 and State Highway ~:47, Wayne Johnson controls property <br />which could be utilized for multi-family uses. <br /> <br />Recently, you are aware that I have discussed the possibility of constructing senior housing <br />with a Men'o Area developer. That developer has suggested that they may have some <br />interest but are concerned that Ramsey demographics will not support a financing <br />presentation and, therefore, would request that the City conduct a market analysis prior to <br />going further with the project. Therefore, I have received the attached proposals. Council <br />should note that if you fund a market analysis, it is highly likely that nothing will result. <br />Alternatively, however, it appears that if you do not fund a market analysis, certainly <br />nothing will result. Further, that such a study is likely potentially fundable by block grant <br />funds. (You should note that if you go this route, we will have to go through the normal <br />community development block grant decision-malting process.) <br /> <br />The real issue here, again, is whether or not this community desires to encourage the <br />development of any particular kind of housing. If in fact, you determine that it is <br />something that we want to do, then I would like to suggest that we either work with <br />property which we currently control or with the owner of other parcels on a joint <br />development proposal.
