CITY OF RAM$1U.'f ' <br /> <br />CAPITAL IMPROVEMENT/CAPITAL OUTLAY PLAN <br /> <br />1994 1998 <br /> <br />Enclosed is the kamsev Capital lrnprovements/Capi~ Outlay Plan (CIP) for thc ,,,ears 19~4 <br /> 1998. it has t~en prepared in an attempt to anticipate major capitaJ expen&tures in <br />advance of the yea,' in which the5' are budget requests. Further, several pro.mots may <br />interrelate or require other improvements prior to initiation which would cause dela;'s <br />without prior planning. Adciiuonally, prqiects ma5' require budgeting: over sever~ ,,,ears or <br />receipt of funds from other sources (i.e. grants) requinng planning completion prior to the <br />funding year. Finally, the vian enables a snapshot of the it4enrified capir, al needs of the <br />commumD' allowing for con'rinual vr'ionfi, z. arion of these needs. <br /> <br />Approval of the CIP by Council does not authorize spending or initiation of a given project. <br />it does, however, provide a guide for the community for a whole an'a)' of private and <br />public dm::ision making impacted by pubh¢ capital expenditures, therefore, the CIP should <br />receive ratification only if the Council perceives actions contemplated within the plan as <br />reasonable and planne. First are the capita] improvements which are <br />improvements to land (streets, parks, utilities and buildings). This plan shows <br />$11,186,675 in improvements with revenues projected from nine funding sources. <br />Improvements from the General J:und ($2,335,000) are those requiring referendum or <br />similar other authon5, resulting in listed Frojems 'rmng less than cm-r~ir~. Tne other funding <br />sources (except for intergovernmental revenue - gram funds) have an increased srabiliB' <br />over the general fund pro)ecu. <br /> <br />The Capital Outlay plan is limited to roiling stosk (cars, trucks, heaw equipment). The <br />existing stock is shown with a value of 5;1,551,000. Projected replacements or new <br />acquisitions ~ storm in !993 dollars at 5;1,262,000 between the years 1993 and 2000. <br />Most of the expenditures (6d.6%) are within Public Works with 17.}% planned for squad <br />replacement and t,4.g% for fi.re apparatus. <br /> <br />The rotation for sq. uad~ is shown at two each yea,- with ariminisl:rafive vehicles a.nd light <br />trucks on a ten-year reoiaccment schexiu, le.
