City of Ramsey

15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 · (612) 427-1410

June 22, 1993

Mr. Robert Lenius
4881 142nd Lane N.W.
Ramsey, MN 55303

RE: Anoka Area Ice Arena Association, Inc.

Dear Mr. Lenius:

The purpose of this letter is twofold. First, to advise the City of Ramsey's Finance Committee
has adopted 8 policy that allows charitable gambling organizations with sites in the City of
Ramsey to apply monthly net losses to monthly profits realized within the same permit year
by the same site. Net losses may not bc carried forward from permit year-to-permit year,
and no refunds will be issued by the City of Ramscy. It is my understanding the permit year
for Anoka Area Ice Arena Association, Inc. is March 1 through and including February 28. It
is further my understanding that your current license issued by the Gambling Control Board
expires February 28, 1994.

The second purpose is to notify thc Anoka Area Ice Arena Association, Inc. that the
organization is not in compliance with City ordinances due to late and incomplete reporting.

In my letter of April 6, 1993, enclosed was a Report of Charitable Gambling Lawful Purpose
Approved Expenditures for the year ended December 3), 1992 I asked that this report be
completed and returned to my attention no latcr than April 21, 1993; as of today, there has
been no response. Another copy of this report is cnclosed.

In addition, I asked for additional information or copies of reports as follows:

January. 1993

Lines 26, 28 and 33
The summary report expenditures exceed those on the ledger sheet.
It would appear there are two ledger sheets for January and we only have
a copy of page 1. If this is the case, please provide a copy of page 2 for our
records.

Line 31 Utilities for the month arc S872.R4, and of this amount $330.00 was paid
to Dennis Devine. Please advise the utility service provided.

Raffles The ledger sheet indicates expenditures of $1 ;840.00 remitted to Elk River
Meats. Is this for raffles, and if so, which gross receipt and prize line of
the monthly report is used for same?
February. 1993

Line 31 Same question as In January - $ 180.00 paid 10 Dennis Devine.

Raffles

Elk River Meats expenditures of $1,140.00 - same question as in January.
