Based upon these <br />results it may be best to bid the entire City as a single contract for both recycling and refuse <br />service. <br /> <br />If the City does decide to proceed with the organization of the City for refuse and recycling service, <br />it would need to follow a timetable similar to the one listed below. <br /> <br />Action <br /> <br />Id&t: <br /> <br />Conduct public hearing on proposed organization <br /> <br />June 8, 1993 <br /> <br />Wait 180 days (6 months) as required by M.S. S 115A.94, <br />Subd. 4. <br /> <br />December 8, 1993 <br /> <br />Negotiate a six month extension of current recycling contract <br />with ACE Solid Waste <br /> <br />Organized collection starting date <br /> <br />July 1 - December 31 <br />January 1, 1994 <br /> <br />During the six (6) month waiting period, the City should decide on the type of organization that it <br />will proceed with and authorize requests for bids based upon the type of program. <br /> <br />The billing program will also need to be addressed as to which entity will handle the billing of the <br />service. The most cost-effective way would be to have a single entity handle the billing. <br /> <br />The following is a breakdown of the possible types of programs the City may develop: <br /> <br />1 . Organized refuse hauling including recycling service by ordinance <br /> <br />Service <br /> <br />Billin~ <br /> <br />· City-wide Contract <br />· City-wide Contract <br />· District ContraCts <br /> <br />City billing (single billing entity) <br />Contractor billing <br />City billing (single billing entity) <br />Contract billing <br /> <br />· District Contracts <br /> <br />~ <br />
