It ~s furt~',er <br />understood and agreed that it is the intent cf this agreement to a£sJen tc <br />tbs wa[ersbed management organization, which has operated since 1985, tbs <br />additional powers and duties assigned by the Minnesota legislature. The <br />management of water resources is ~ rapidly changing fie~d and new laws and <br />regulations are being adopted and amended frequently and it should not be <br />necessary to amend this agreement every time the legislature enacts a new <br />law. <br /> <br /> Each member further recognizes that this is a bindin~ contract and <br />failure to cooperate or to carry out a member's responsibilities will <br />result in a breach of this contract. <br /> <br /> The purpose of this organization shall be to assist the four member <br />Lower Rum Watershed cities to preserve and' use natural water storage an6 <br /> <br />retention systems to: <br /> <br /> Protect, preserve, and use na~ura! surface and <br /> groundwater storage and retention systems; <br /> <br />Minimize public capital expenditures needed to correct <br />flooding and water quality problems; <br /> <br /> en~l~y and plan for means to effectively protect and <br />improve surface water and groundwater quality; <br />Establish more uniform ioca~_ policies and o~ci=~' a! <br />controls for surface water and groundwater management; <br />Prevent erosion of soil into su~ace~= water systems; <br />Promote groundwater recharge; <br /> <br />-2- <br /> <br /> <br />
