' egulation£ may be amended from time to time at either a regular or a special <br />meeting 0£ the Commission provided that a ten day prior notice of the <br />proposed amendment has been furnished to each person to ~'bo~ notice of the <br />Board meeting£ is required to be sent; a msjorit>' vote of all eligible votes <br />of the then existing members of the Commission shall be sufficient to adopt <br />any proposed amendment to such rules and regulations. <br /> <br /> The Board shall notify each member City of the location and time of <br />regular and special meetings called or established by the Board. A meeting <br />shall be held at least annually, and all meetings shall be called and open to <br />the public pursuant to Minnesota Statutes, Section 471.705 or as amended. <br /> <br /> POWERS AND DUTIES OF TSE BOARD <br /> <br /> VI. <br /> <br /> Subdivision 1. The Commission, acting by its duty appointed Board <br />of Commissioners, shall as it relates to flood control, water quality, <br />ground water recharge and water conservation or in the construction of <br />facilities and other duties as set forth in Chapter 103B, Minnesota Laws of <br />1992 and in Rules and Regulations of the Board of Water and Soil Resources, <br />have the powers and duties set out in this article and as prescribed by law. <br /> <br /> Subdivision 2. it may employ such persons as it deems necessary to <br />accomplish its duties and powers. Any employee may be on a full time, part <br />time or consulting basis as the Board determines and shall be considered <br />Commission staff. <br /> <br /> Subdivision 3. It may contrac-t for space and for material and <br />supplies to carry on its activities either .with a member or elsewhere. <br /> <br /> Subdivision ~. it may acquire necessary personal property to <br />carry out its powers and its duties. <br /> <br /> Subdivision 5.
