3.2 Bmployment: The Organization may contract for <br /> services, may utilize existing staff of the parties, and may <br /> employ such other persons as it deems necessary. Where staff <br /> services of the party are ut.~lized, such services shall not <br /> reduce the financial commitment of such party to the operating <br /> fund of the Organization unless the Organization so authorizes, <br /> where the utilization of staff services is substantial. <br /> <br /> 3.3 Committees: The Organization may appoint such <br />committees and sub-committees as it deems necessary. <br /> <br /> 3.4 Rules and Regulations: The Organization may prescribe <br />and promulgate such rules and regulations as it deems necessary <br />or expedient to carry out its duties and the purposes of this <br />Agreement. <br /> <br /> 3.5 Revi..e~ and Recommendations: Where the Organization is <br />authorized or requested to review and make recommendations on any <br />matter, the Organization shall act on such matter within sixty <br />(60) days of receipt of the matter referred. Failure of the <br />Organization to act within sixty (60) days shall constitute <br />approval of the matter referred, unless the Organization requests <br />and receives from the referring unit of government an extension <br />of time to act on the matter referred. Where the Organization <br />makes recommendation on any matter to a party, the governing body <br />of a party not acting in accordance with such recommendation <br />shall submit a written statement of its reasons for doing <br />otherwise to the Organization within ten (10) days of its <br />decision to act contrary to the Organization's recommendation. <br />The Organization shall review the written statement and if <br /> <br />A-6 <br /> <br /> <br />
