OF <br /> OR~N~T~ON ~ P~N, COh~ROL A~ PROVIDE FOR THE <br /> DE~PMER~ OF T~E ~R RUE RI~R WATERSEED <br /> <br /> P~FACE <br /> <br /> The Lower Rum River ~,a~ershed ]5'ing East of t~e ~ississlppi River <br /> is a watershed that is basically a dJrect tributary to the Mississippi <br /> <br />River. It encompasses all or parts of the following cJtJes: <br /> <br /> Andover, Anoka, Coon Rapids, Ramsay. <br /> ~inmesota Laws of !982, Chapter 509, mandated that all watersheds <br /> <br />%'ithip the seven county Metropolitan area must be governed by a watershed <br />management organization an~ said law has been amended an~ is now codified as <br />~[innesota Statutes !~92, Sections i03B.201 through 103B.251. The <br />Watershed is authorized to organize under a joint powers agreement pursuant <br />to Minnesota Statutes, Section 47!.59 and Section 103B.211 <br /> <br />organization is not cregteg, Anoka County shall petition for the <br />es~ab_isl~ent of a watershed district unde~ Minnesota Statutes, Chapter <br />103D. Al! the cities in the Lower Rum River Watershe~ expressed a desire in <br />!9~5 to create a joint powers ~roup rather <br /> <br />adoot an amended joint powers agreement to estab!isb a Watershed ~ianagement <br />Organization which %~i!l comply w/th the current law for management of this <br />watershed, it is the belief of these four cities that a joint powers ~roup <br />will provide more efficient planning and administration of the Lower Rum <br />P~iver Watershed if the watershed is managed under a joint powers agreement. <br />The goal is to leave as much control as possible with the four individual <br />member cities. <br /> <br /> It has been determined by the four cities involved in the watershed <br />that they desire to proceed under a Joint Powers Agreement rather than <br />Chapter 1D3D as a watershed district.
