After completion of the review"by the Metropolitan Council pursuant to Minnesota Statutes, Section i03B.23!, Subd. 8, the Commission shall submit the plan to the Minnesota Commissioner-of Natural Resources and the ~iinnesota Pollution Control Agency for review and comment on the consistency of the plan with state laws and rules relating to water and related land resources and to the Board of Water and Soil Resources for review as provided in Minnesota Statutes, Section 103B.231, Subd. 9.
