CASE # <br /> <br />REVIEW OF RATES AND CHARGES <br />By: Jessie L. Hart, Finance Officer <br /> <br />BACKGROUND: <br /> <br />Attached is the Schedule of Rates, Fees and Charges which includes a column for 1993 Adopted and <br />Proposed Changes to arrive at the 1994 Proposed. <br /> <br />Included in the Proposed Changes column are changesfmcreases that were recommended by various staff. <br />Also included are several "new" charges. The new recommended charges are as follows: <br /> <br />1) <br />~.) <br />3) <br />4) <br />5) <br />~) <br />7) <br /> <br />Charitable Gambling Investigation Fee - One Day Events <br />krigafion Permit - underground installation (utility district only) <br />Equipment Rental - Ct'tipper <br />Municipal/Park Center - Damage Deposit <br />Municipal Center per day/event - non-residents <br />Cat licensing <br />Topographical Mapping Fee <br /> <br />All other charges are as adopted for administration in 1993 with recommended changesfmcreases. <br /> <br />It should be noted that while we have increased several of the charges, the increased fee will not cover our <br />costs for the particular item, A prime example of this is the Community Sign. Our actual cost to operate <br />the sign, including depreciation would be approximately $22.12 per week plus a minimum of 1 hour <br />labor to put up and take down the information. The 1993 rate was only $5.00/week for each side. We <br />are not proposing to increase the fee to the $22.12 plus, but rather increase the charge to cover only a <br />portion of our cost with the thinking that we could loose part or ail of the revenue generated by the rental <br />of the sign. This is the case in several of the areas where charges.have been proposed to be increased, but <br />not to a self-supporting level. <br /> <br />There are several areas where there is more detailed review needed. Those areas include, but are not <br />limited to, garbage truck licensing, business licensing and special district utility charges. Some of these <br />areas are currently being researched and others will be addressed at the time Chapter 7 of the Ramsey City <br />Code is reviewed.
