ORDINANCE 93. <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN ORDINANCE AMENDING ORDINANCE 85-4 <br />FUNDING AND EXPENDITURE POLICIES FOR <br />TIPPING FEE FUND, RAMSEY, MINNESOTA. <br /> <br />ESTABLISHING <br />THE LANDFILL <br /> <br />The City Council of the City of Ramsey hereby ordains: <br /> <br />Section 1. Purpose <br /> <br />The purpose of the Landfill Tipping Fee Fund is to account for revenues and expenditures <br />pursuant to Minnesota Statute 115A.92I for mitigating and compensating for the local <br />risks, costs and other adverse effects of landfills as established by Ordinance #85-4. <br /> <br />Section 2. Amendment - Policies <br /> <br />Funding shall consist of the following sources: 1) Tipping fees generated during the life of the Anoka Regional Sanitary <br /> Landfill; and <br /> 2) Grants and reimbursements from efforts to reduce, reuse and recycle solid <br /> waste; and <br /> 3) Revenues generated from charges at th6 annual clean-up day, which is <br /> projected to be self-supporting; and <br /> 4) Revenues from the sale of waste oil and scrap metals; and <br /> 5) Interest earnings on the Landf'fll Tipping Fee Fund from the distribution of <br /> pooled interest earnings based on average cash balances. <br /> <br />Expenditures shall consist of the following: <br /> 1) Transfers to the Equipment Revolving Fund of seventy-five percent (75%) <br /> of tipping fees received during the life of the Anoka Regional Sanitary <br /> Landfill in accordance with Resolution ~t92-06-126; and <br /> 2) Transfers to the General Fund for costs associated with Environmental <br /> Services in the City in an amount that does not exceed the amount of interest <br /> earnings projected and available in the Landfall Tipping Fee Fund; and <br /> 3) Costs associated with the City-wide recycling program, through the end of <br /> 1994; and <br /> 4) Costs associated with the annual clean-up day. <br /> <br />This fund is not eligible for interfund loans. <br /> <br />Section 3. EffectiYe Date <br /> <br />This ordinance becomes effective upon 30 (thh'ty) days after its passage and publication <br />subject to City Charter, Chapter 7.9. <br /> <br /> <br />
