GENERAL GOVERNMENT <br /> <br />Mayor and Council - TheMayor and Council is the policy ms~ngbody-of-the city. It is the ........ <br /> responsibility of the-Mayor and-Council~ toimpl~ment the-powcrand-duties ofihe City as -- - <br /> prescribed by State Statute and City Charter. The Mayor is the presiding officer and a <br /> regular member of the City Council and has the powers and duties for the office of council <br /> members in addition to those of mayor. <br /> <br />Commissions - The various commission act as advisory, boards to the Mayor and Council. Each <br /> commission makes recommendations to and report directly to the City Council. <br /> <br />Administration - The Administration Department is responsible for implementing-policies and <br /> directives as established by the City Council. The department is responsible for the <br /> administration of general or multi-department organizational activities and also provides for <br /> the coordination of information the public. In addition the department coordinates all <br /> personnel functions including comparable worth compliance, benefit administration, salary <br /> surveys and union contract negotiations. <br /> <br />Elections - Thc Election Department is where costs associated with the administration of elections <br /> according to State statute and maintenance of voter registration records and all official <br /> records of the City. <br /> <br />Finance - The Finance Department is responsible for the fiscal management, processing and <br /> maintenance of all accounting transactions for the City. These responsibilities include <br /> £mancial policies and procedures, payroll, accounts receivable, accounts payable, utility <br /> billing, the annual budget, the annual audit, bonding, investment activities, and fixed <br /> assets. This department also provides the analysis, research, implementation and ongoing <br /> upgrading and maintenance of the City's computer systems. <br /> <br />Assessing - The assessing function is contracted through Anoka County. The County is <br /> responsible for the equitable valuation and classification of all properties within the City. <br /> <br />Legal Services - This cost center accnmuiates costs associated for general and prosecution fees paid <br /> to legal council for all of the City's legal affairs. <br /> <br />Planning and Zoning - The Planning and Zoning Department preforms functions relative to land <br /> use, planning, development plan review, redevelopment, public relations and economic <br /> development. <br /> <br />Data Processing - All computer related costs, including maintenance and capital outlay, for ail of <br /> the City's computer systems. <br /> <br />General Government Buildings - This depa_mnent reflects costs associated with operating City Hall <br /> including repair, maintenance, utilities and related capital outlay costs. <br /> <br />Newsletter - Ail costs, including staff time, printing and postage, related to the production of the <br /> city. newslem.,-r are accumulated in this cost center. <br /> <br /> <br />
