STAFF INPUT RESPONSES <br /> <br />Do you feel that there is a leader at the top? <br /> <br />Webster defines leader as: "A person who has commanding authority or influence." In a <br />City Council]Administrator government, authority is centered around the five elected <br />members. Webster defines influence as "The act or power of producing an effect without <br />apparent exertion of force or direct exercise of command." If the Council, or a majority of <br />its members view Ryan's position as one of influence, then it is one of a persuader. <br />Webster defines persuader as "To move by argument, entreaty, or expostulation to a belief, <br />position, or course of action." Superiors and subordinates both place great expectations <br />upon persuaders with broad responsibility. For this person, excrement runs both up and <br />down hill. Having said the above, I would like to answer question number one as if it had <br />read "Do you feel there is leadership at the top?" Yes! As a newly appointed supervisor, I <br />see positive signs that leadership is on the upswing, which means better cooperation from <br />non-supervisors, whose efforts will further the City's objectives of providing service to <br />citizens. <br /> <br />I feel there is a leader, but the degree of leadership changes dramatically from day to day. <br />This makes it difficult to know who to act/respond to issues involving our department. <br /> <br />Yes, Ryan is most definitely a leader, and he leads by example. It is obvious he enjoys the <br />challenge of his work, and the City of Ramsey is a more positive place to work because of <br />his enthusiasm. <br /> <br />Yes, and I believe that person is Ryan, without question. Insofar as my area of <br />responsibility is concerned he has not interfered in the day-to-day management nor has he <br />placed stumbling blocks in my path. I feel that his questions, comments/advice/direction <br />have been reasonably presented and are genuine as opposed to being picky or seeing who <br />can scratch the highest on the post. <br /> <br />Absolutely. Ryan has excellent leadership skills. He is willing to delegate and allows a <br />person room enough to handle the project. He also expects follow-through. <br /> <br />Yes, overall his style is well suited for this organization. <br /> <br /> <br />
