CASE #4

DETERMINE PARK DEDICATION RATES
By: Mark Boos, Parks/Utilities Coordinator

Background:

Early in 1992, the Park and Recreation Commission began an examination of the park dedication
rates. The Commission deferred that review until late in the year to coincide with City Council's
adoption of the 1993 Schedule of Rates, Charges and Fees. Also occurring in 1992, was an
updating of the subdivision portion of City Code. It is expected that City Council will formally
adopt the revised subdivision ordinance this month. Coinciding with that would be adopting, by
resolution, the cash contribution rate for park dedication.

City Staff will prepare the resolution to read $435 per dwelling unit for single family rural housing
with densities less than or equal to one unit per 3.3 acres and $620 for all other dwelling units.
The existing rates are $350 and $500, respectively. The last time the cash dedication rates were
reviewed was in 1989. Staff arrived at the new figures based upon a general appreciation of 5%
per year for the old $500 amount and determined the new $435 figure by maintaining the rural rate
at approximately 70% of the "all other" dwelling unit amount.

Recommendation:

City Staff recommends increasing the park dedication cash contribution rates as detailed above:

Commission Action:

Motion to recommend to the City Council that the cash contribution for park dedication for single
family rural housing with densities less than or equal to one unit per 3.3 acres, be increased from
$350 per dwelling unit to $435 and that all other dwelling units increase to $620 as opposed to
$500 per dwelling unit.

Reviewed By:

City Administrator
Zoning Administrator
Parks/Utilities Coordinator

Copies also distributed to:

Finance Officer
Project Manager

PR:01/13/93
