CAPri'AL IMPROVEMENT PROGRAM EXTENDED PROJECT LIST BEYOND 1993-1998 CIP Beyond 1998, the City of Rarmey has identified projects to which concept planmng has either be~,~an or to which planning should occur in the short term. These are projects which may have lower priorities for completion than those found in the current CIP. Integration of the Stumx Drainage Plan In 1980, the City adopted the Comprehensive Storm Drainage Plan for the 1990 Urban and Transition areas. To date very little capital activity has occurred to realize the drainage improvements fulfilled by plan implementation. Subdivision platting has resulted in improvements necessitated by the subdivision. Other improvements have gone unbudgetc& The plan should be revisited and a funding source identified. 2. Integration of the Water Plan In 1981, the City adopted the Comprehensive Water Plan for the 1990 Urban and Transition Areas. The water system was initiated in 1984 with the first system connections made in 1985. By thc end of 1993 it is expected that the ufihty system will have in excess of 600 connections. The 1981 plan should be revisited during 1993-1994 with long term improvements beyond 1994-1998 projected. Integration of Sanitary Sewer Plan In 1978, the City adopted the Comprehensive Sewer Plan. The plan recommendations are now fifteen years old. Upon completion of the Land Use Plan by the end of 1993, the Sewer Plan should be revisited. This plan and corollary improvements are a lower priority, however, than either water or storm drainage systems at this point. 4. Integrate Revised Parks Plan In 1991, the City adopted the Comprehensive Parks and Open Space Plan. The plan identified $4,330,560 in improvements to be completed between 1991 and 1995 [$866,112 average/year]. The 1993 CI2P allocated $399,175 in improvements generated by new subdivisions [park dedication payments], $720,000 in other system improvements through Landf'fll Trust Fund dedicated revenues, $18,000 from the Charitable Gambling Fund, $104,700 from Municipal State Aid contributions, and $196,000 from Intergovernmental sources. This totals $1,437,875 [$239,646/ycar]. Therefore, it seems that the time lines within the 1991 plan need to be revisited. Upon completion, projected improvements should be identified with funding sources. 5. Projected Transportation Improvements The City undertook an update of the 1973 Township Comprehensive Plan in 1980. This was revisited in 1989 and 1992 for Metropolitan Urban Service Area expansions. Additionally, the City completed the Highway #10 corridor study in 1989 and the Council revised its MSA system map in 1993. Council has authorized funding of a transportation system review in 1993 for completion subsequent to the Land Use Plan update. The resulting project proposals should be identified within the CIP as long range projects. 6. Municipal Facilities In 1993, Council allocated funding for a Space Needs Study for Police, Fire and Public Works facilities. It is currently contemplated that identified needs will be resotved within the 1998 time frame. It is not expected that Municipal buildings, or major renovation thereof, will be required in the foreseeable future in areas other than the aforementioned.
