CASE <br /> <br />1994 THROUGH 1999 CAPITAL IMPROVEMENTS PROGRAM <br /> By: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />The Park and Recreation Commission just completed the 1993 to 1998 Capital Improvements <br />Program with the passage of the 1993 Program by the City Council on June 8, 1993. The memo <br />that went to City Council as well as the entire Capital Improvements Program for the City is <br />attached for your review (note that only the Parks portion has final Council approval). Therefore, <br />in addition to the charge of completing the 1993 Program, the Commission must now amend the <br />1994 through 1998 Capital Improvements Program if necessary. You also must recommend for <br />1994 a Capital Improvements Budget as it relates to parks. And £mally, we must look at 1999 as <br />an additional year to the existing program by adding improvements to that year, if necessary. The <br />above is important because the City of Ramsey has already entered into its budget discussions for <br />1994, which in fact started in May. It is intended that this year, the Capital Improvements <br />Program, in totality, will be considered by the City Council at the same time as the regular General <br />Fund Budget. <br /> <br />Relative to the 1994 budget, the City recently received a grant award of $113,244 in Federal <br />ISTEA funds to complete the Sunfish Lake District Trunk Highway #116/Wood Pond Hills Trail. <br />The local match coming from the City of Ramsey and the City of Anoka in both labor and capital <br />expenditures will likely exceed the grant total. Prior to a recommendation by. the Commission, it is <br />expected that Staff will refine the project costs in order to define which poraon is from Anoka and <br />which portion is from Rsm.~ey, which portion is from labor costs and from which fund we will <br />draw the hard dollar Ram~ey match. Should this project proceed as expected, it will be the largest <br />project completed in 1994. In addition to that within the Capital Improvements Program, you will <br />see that 153rd Avenue N.W. trail acquisition is en,merated at $80,000 out of the Landi'ill Trust <br />Fund. While this roadway project has not yet been through the public hearing process or ratified <br />by the City Council, it is expected by Staff that this project will proceed and will result in an <br />expansion of the Greenland Hills Park as a future nature preserve. Therefore, Staff sees it as <br />appropriate to dedicate the park portion of the La~tt~ill Trust Fund towards some of the acquisition <br />cost. This will not result in any capital improvements in 1994, but will allow for a future trail <br />system expected as pan of the 1995 roadway improvement. <br /> <br />The three projects identified out of the Park Trust Fund are contingent upon sufficient revenues <br />being received into the fund from park dedication dollars. The Itasca2Erm~ne trail paving is <br />additional work contemplated as a phase of the 1993 project. While there may or may not be <br />additional park dedication dollars paid into the fund, 'there have been dollars received within the <br />past two years of which some m~y be appropriate for this expenditure. It should also be noted that <br />it is highly likely that the 1993 project will not be completed in thi.~ area until sometime in 1994 <br />regardless of additional dollars due to time availability of Ram.~ey's maintenance staff. The <br />Rivenwick Park is likely overstated relative to park ,dedication to be received in 1994. The <br />discussion that should occur is whether there is a reason to enc~mb~ pan of the existing park trust <br />fund balance for use in this district or in the alternative, reduce the proposed scope of the project. <br />The Prairie District, Sunny Ponds subdivision is developing its third phase currently which results <br />in a total development budget of $29,177. Finally, under Miscellaneous Capital Outlay, this <br />allocation from the Charitable Gambling Fund is stated as a match for donations received into the <br />City for the purpose of park improvements. Under recently adopted Council policy, projects from <br />this fund will be reviewed by the Commission next spring. <br /> <br />7 <br /> <br /> <br />
