CASE # <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF CHESTNUT RIDGE; <br />CASE OF JOHN PETERSON, GOOD VALUE HOMES <br /> By: Zon}ng Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />As you may r~all, in July of this year the Commission reviewed a sketch plan for Chesmut Ridge <br />that consisted of 58 single family lots. At that time, the sketch plan was tabled until the alignment <br />of Sunfish Lake Drive was resolved with the City and DNR.. Subsequently, John Peterson scaled <br />back Chestnut Ridge to exclude development of that ama impacted by Sunfish Lake Drive. At this <br />time, preliminary plat approval is being sought for 12 single family lots to be situated on the <br />extension of Krypton Street from Wood Pond Hills to the east. The balance of the property is <br />designated as Ouflot A for future development. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Proposed preliminary plat _.- <br />Proposed gracling plan <br />Planning and Zoning Commission meeting minutes dated July 6, 1993 <br />CiD, Staff review letter dated September.CO, 1993 <br /> <br />Observations: <br /> <br />On June 7, 1993, the City of Ramsey received an application from Good Value Homes for sketch <br />plan review of Chestnut Ridge which consists of 35 acres to be subdivided into 58 single f~rn~ly <br />lots. <br /> <br />On July 6, 1993, the Planning Commission tabled sketch plan review of Chestnut Pddge until the <br />alignment of the extension of Sunfish Lake Drive N.W. was resolved with DNR.. <br /> <br />On August 30, 1993, the City. of Ramsey received an application for prelirn~nary plat approval of <br />Chesmut Ridge that was scaled back from the original version to exclude that area potentially <br />impaced by the extension of Sunfish Lake Drive N.W. <br /> <br />The public hearing for consideration of the preliminary, plat was scheduled for October 5, 1993. <br />The plat now consists of 12 single family lots, all of which meet the minimum ama and d~mension <br />requirements for the Shoreland Overlay District. The balance of the property is designated as <br />Outlot A for future development. <br /> <br />Lots 1 through 4 and Lots 9 through 12 are proposed to'receive publ/c access from Krypton Street <br />N.W. Lots 5 through 9 are proposed to receive access from'a private driveway extending off the <br />end of the Krypston Street cul-de-sac, similar to the method used in Chestnut Hill. It is the City <br />En~neer's position that the use of private drJves should be Limited to situations where there is no <br />other feasible way to service a parcel. In this case, there is sufficient developable area to <br />accommodate development of a public road to City standards by sacrificing one lot <br /> <br />The developer is proposing to install the streets, sewer and water as a private development project <br />with no financial participation on the part of the City. <br /> <br /> <br />
