Case #2 <br /> <br />DETERMINE PARK DEDICATION FOR SUNFISH SQUARE <br /> By: Mark Boos, Parks/Utilities Coordinator <br /> <br />Background: <br /> <br />As you will recall, in June the Commission reviewed and formulated recommendations on what <br />information was available for the proposed Sunfish Square Addition. The summary memorandum and a <br />thorough presentation of the details related to Sunfish Square, prepared by Zoning Administrator Sylvia <br />Frolik for the Planning and Zoning Commission, is attached. Also enclosed is "Protecting Trees from <br />Construction Damage". This publication is now an attachment to each development agreement. I have <br />enclosed it for your information. <br /> <br />Observation: <br /> <br />As a result of the Planning and Zoning Commission meeting of October 5, 1993, the project's approval <br />has been delayed until City Staff and the developer can resolve the road alignment and access point <br />issues. Until this is resolved the exact need for internal sidewalks and their placement is somewhat <br />unknown. <br /> <br />I would maintain that, in any case, alternative transportation should be considered along both Sunfish <br />Lake Boulevard N.W. and Industry Avenue N.W.. If the commercial lot, at the above intersection, were <br />a convenience store or a fast food restaurant, sidewalks (or similar) would be a benefit to both the <br />business(s) and potentially thousands of adjoining residents. In addition;'xtZtewalks could reduce traffic <br />congestion and all its negative effects in the proximity of Sunfish Square. <br /> <br />If interior sidewalks are not the preferred solution, one alternative would be to prohibit parking during <br />certain periods and in certain areas, to facilitate safe travel to, for instance, Emerald Pond Park. <br /> <br />Regardless of the subdivisions configuration, it is recommended that park dedication be satisfied in cash. <br />Therefore, it is recommended that the Commission's recommendation consists of requiring cash in lieu <br />of land to satisfy park dedication and request staff resolve the pedestrian transportation issues related to <br />Sunfish Square. <br /> <br />Enclosed for your information: <br /> <br />· Sketch plan review of Sunfish Square (Park and Recreation review memorandum) <br /> <br />· Sunfish Square's Planning and Zoning Commission case, site location map, and "thumbnailed" <br /> sketch resulting from the Planning and Zoning's October meeting <br /> <br />· City Staff review letter dated September 30, 1993 <br /> <br />· Anoka County Staff review letter dated October 1, 1993 <br /> <br />· Development agreement attachment related to minimizing construction damage. <br /> <br />Commission Action: <br /> <br />Recommend Staff resolve pedestrian transportation issues, landscape considerations and that City <br />Council require cash in lieu of land to satisfy park dedication. <br /> <br />Reviewed by: Copies also distributed to: <br /> <br />Parks/Utilities Coordinator <br /> <br />P&R: 10/14/93 <br /> <br />City Administrator <br />City Engineer <br />Zoning Administrator <br />Project Manager <br /> <br /> <br />
