CASE #2

STATUS OF THE RECREATION SITE ASSOCIATED WITH
THE ANOKA REGIONAL SANITARY LANDFILL
By: Mark Boos, Parks/Utilities Coor¢lirator

Background:

As many of you will recall, an earlier agreement between Waste Management of !~nnesota, Inc.
(WMMI) and the City of Ramsey c~led for provision of a recreation site in association with the
landfill. The contract, in its most basic terms, spoke of a ski hill with lifts operated by WMMI for
a cert, qin number of years or deeding approxirmtely 50 acres to the City of Ramsey.

The City Council and WMMI are currently in the process of determining what type or combination
of recreational resources is in the best interest of the City. To assist in this discussion, Staff
prepared the attached concept plan. The plan may be flawed in that it includes property too far
south or near the landfill. It should be noted that both the drawing and the attached "rationale'' are
both first drafts. Meetings with WMMI have identified minor complications.

The charge of the Commission is not necessarily to propose a detailed site plan, but to identify, in
their best judgement, the minimum or basic elements this recreation are or park should contain. It
is projected that this recreation area will serve as a neighborhood park for the existing nearby
residents and, very likely, a large number of urban residences near Sunfish Lake Boulevard N.W.
Because of its potential size, proximity and access, it will also serve as a community resource.

More comprehensive information will be availa01e at the meeting.

Attached for your information:

Site location map
Park Plan drawing
Notes relative to the recreation area

Also attached is a copy of the Environmental Education proposal prepared two winters ago for a
State Legislative Grant opportunity. Some of the details of this hastily prepared document are
obviously dated.

Staff recommendation:

Review site and park plan and propose basic recreation elements to aid in City Council's
discussions with Waste Management of Minnesota, Inc.

Commission action:

Based on discussion.

Reviewed by:

Parks/Utilities Coordinator

Also distributed to:

City Administrator
City Engineer

P&R: 11/4/93
