Case #2 <br /> <br /> REVIEW THE FIVE YEAR PARK'S <br /> CAPITAL IMPROVEMENTS PROGRAM <br />By: Mark Boos, Parks/Utilities Coordinator <br /> <br />Background: <br /> <br />As each of you are well aware, 1992 and 1993 have seen the Park and Recreation Commission <br />intimately involved with the Capital Improvements Program process. The result of this is an <br />improvement program that is credible and equitable. It began with the development of the <br />districting concept to ensure relative equal dislriburion of resources and amenities. It also was an <br />avenue to evaluate neighborhood needs. Following development of the districting concept, the <br />Commission embarked upon a rating for each district based upon existing developable resources. <br />The result is the Commission's 1994 - 1999 Capital Improvements Program. <br /> <br />On November 23, 1993, City Council passed the 1994-2000 City Capital Improvements Program <br />with the express understanding that certain items detailed within the plan may change priority based <br />upon needs, opportunities, and fund availability. It is City Council's desire to ensure that items <br />detailed in the CIP have an identified revenue source and, do indeed, fit the needs of the <br />community. <br /> <br />The Finance Committee and Staff intend to begin the budgeting process for 1995, beginning in <br />January 1994. The City Council has requested Commission review of Capital Improvements <br />Program because of the aforementioned schedule. The other issue that arose at Council level was <br />potential uses for the City-owned building known as the "the old school house". <br /> <br />Review of the CIP not only ensures that the Commission is comfortable with the priorities for the <br />proposed improvements, but serves to remind us of the status of the near term improvements. <br /> <br />Enclosed is the Capital Improvements Program for the City of Ramsey.
