DISCUSS PROCEDURES FOR DISSEMINATION OF CHARITABLE GAMBLING FUND PROCEEDS By: Mark Boos, Parks/Utilities Coordinator Case #3 Background: As you will recall, in 1992 City Council directed that the Charitable Gambling proceeds should be utilized for park and recreational improvements that benefit primarily youth. Reflected in the Five Year Capital Improvements Program is the expected Charitable Gambling proceexls at about $3,000 per year. As of November 30, 1993, the fund contains $35,902.84 with projected annual interest at $1,435.00. The consensus of the City Council and this Commission has been that not only should the Charitable Gambling Fund provide for incidental capital improvements, such as the spring riders that were purchased for Woodland Green, the funds should also encourage private contributions and participation via a matching program. The purpose of this case will be to develop a process for the dissemination of these funds. Page three (3) of the Capital Improvements Program identifies the intent of the Gambling funding source. Whether the funded facilities/activities should be limited to capital items at this rime tV(c)(1)] Verify that intent is for dollar expenditures only on City property [or not] Process for inviting project proposals Process for ranking of funding requests [7(c)(3)] What sources of funding are to be considered as "outside" [7(c)(2)] Staff Recommendation: Recommend Staff develop a program for dissemination of Charitable Gambling Funds for Commission and subsequent City Council approval.
