DETERMINE PARK DEDICATION FOR CHESTNUT RIDGE <br /> By: Mark Boos, Parks/Utilities Coordinator <br /> <br />Case #1 <br /> <br />Background: <br /> <br />Mr. John Peterson of Good Value Homes is proposing to develop approximately 35 acres west of <br />Wood Pond Hills and north of the existing Chestnut Hills subdivision. (Site location map <br />enclosed.) The last proposal for this urban parcel was for a cul-de-sac off Wood Pond HilI's <br />Krypton Street N.W. The proposal has been amended to connect Krypton Street N.W. and <br />Potassium Street N.W., then north to Sunwood Drive N.W. (formally Sunfish Lake Drive). <br /> <br />Observation: <br /> <br />The eventual lot count is unknown, however, it has the potential for more than 50 single family <br />homes. No park is planned or proposed for this specific parcel. Hunters Hill park is to the west. <br />The park in the Sunny Ponds subdivision is east of County Road #5, the Ramsey Elementary <br />School to the north and Emerald Pond and Flintwood Terrace parks are generally to the south. <br />Staff feels that the above park areas, when developed in a diverse manner, will meet the <br />neighborhood recreation need of this subdivision. Access to them, however, is important. The <br />soon to be constructed trail from the Ramsey Elementary School to the City's urban area (via <br />Wood Pond Hills) and the residential street should fulfill some of the connections. Plus, Sunwood <br />Drive N.W. is to have designated bike lanes. Ultimately, density and citizen desires may cause <br />"sidewalks" to be constructed on certain residential streets within the road right-of-way. To the <br />south of the proposed Chestnut Ridge subdivision, on Potassium Street N.W., the City and the <br />developer included curb cuts to accommodate this. A 66-foot road, or additional right-of-way in <br />the case of a 60-foot road, is necessary for construction. <br /> <br />Much of Chestnut Ridge is beautifully wooded. The City Should ensure that the subdivision is <br />developed with strict adherence to the Commission's Tree Preservation policy. <br /> <br />Enclosed for your information: <br /> <br />Site location map <br />12-2-93 concept plan sketch <br />9-30-93 Staff review letter <br />October 5, 1993, Planning and Zoning Commission case <br /> <br />Staff Recommendation: <br /> <br />Recommend City Council require the per lot cash dedication to satisfy park dedication for the <br />Chestnut Ridge subdivision. <br /> <br />Recommend that the westerly, north-south road be constructed to a 66-foot width with <br />appropriately placed curb cuts. <br /> <br />Recommend that the developer be responsible for strict adherence to the City's Tree Preservation <br />policy and that no trees be disturbed until those conditions have been met. <br /> <br /> <br />
