NEGOTIATING COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Negotiating Committee conducted a closed portion of their regular meeting on <br />Tuesday, March 2, 1993 at the Ramsey Municipal Center, 15153 Nowthen Boulevard <br />N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Personnel Coordinator Kay McAloney <br />Police Chief Michael Auspos <br />Police Sergeant David Gustafson <br /> <br />COMMISSION BUSINESS: <br /> <br />Case #4: 1993 Wages and Benefits for LELS (closed portion) <br /> <br />City Administrator Schroeder stated that the Committee needs to decide ultimately on the <br />dollar amount or percentage and spread then decide how to spread the money around. <br /> <br />A comparison was made with the Stanton Class 5 cities and the Stanton 10,000 to 20,000. <br />With regard to insurance, Mr. Schroeder felt that most of the other cities don't do the same <br />as Ramsey does. He stated that 3.41% gets them to the market for all Stanton Class 5 cities <br />and 2.56% is figure for the 10,000 to 20,000 group. <br /> <br />Councilmember Peterson stated he would like to see the "stretching out" table. He added <br />the Officers were not opposed to that idea. They get four years now, he suggested seven <br />years, with the idea that we could settle on five or six. He asked that it be costed out to <br />reflect the savings to the City. He suggested maybe changing the years to Top Patrol to six <br />or seven. <br /> <br />Councilmember Hardin asked to see the "numbers" on that (Top Patrol). He stated he <br />would also like to see Staff "visit" more with the officers on the AFSCME and Exempt <br />Personnel packages. <br /> <br />Councilmember Beyer felt that their biggest issue would be the proficiency pay program. <br /> <br />Mr. Schroeder inquired if the target is basically the mean of the 10,000 to 20,000 cities or <br />the entire Stanton 5. He stated that right now we're $3.00 over Stanton Class 5. <br /> <br />Councilmember Hardin stated that the Stanton 10,000 to 20,000 has been used for all areas <br />of the City and now this is different. He inquired why. <br /> <br />Ms. McAloney stated that the Officers have agreed they should be in the entire Stanton <br />group. <br /> <br />Mr. Schroeder stated that other cities police departments are settling for around 2.5% now. <br /> <br />Negotiating Committee/Closed Portion/March 2, 1993 <br /> Page 1 of 2 <br /> <br /> <br />
