Schroeder, City Administrator

Regarding: City Letter of March 22, 1993

Dear Mr. Schroeder:

Thank you for your letter of March 22, 1993 in response to the Anoka County
Highway Department Five Year Hil~hway Improvement Plan dated February, 1993.
The first paragraph of your letter h~ghlights that the plan only contains one project
in the City of Ramsey; that project being the extension of County Road 116 between
Ramsey Boulevard and Armstrong Boulevard. The Five Year Highway
Improvement Plan, that was recently circulated to all cities and towns in Anoka
County, is an extension of the Anoka County 2010 Comprehensive Transportation
Plan which was completed in February of 1991. The projects listed in this Five Year
Highway Improvement Plan are consistent with the projects laid out in the
Implementation Section of that Comprehensive Plan, which was developed within
input from all of the cities and towns in Anoka County. You may wish to refer to
the City of Ramsey's response to the preliminary draft to that plan, dated
September 12, 1989 and to your file on the subject which must contain requests for
submittal of information and projects important to the City of Ramsey. In response
to your letter, I have had a chance to review the file for the development of the
Anoka County 2010 Comprehensive Plan and note that little, if any, information was
in fact submitted by the City of Ramsey other than the above referenced letter.

In the second paragraph of your letter, you indicate that the Metropolitan Council
has expressed a strong desi£e to see off-system road improvements parallel to TH
10. While we are aware that Metropolitan Council has expressed this strong desire,
we understand that there main concern is from Round Lake Boulevard to the south
and east rather than the area west of the City of Anoka. In addition it is Anoka
County's position that additional traffic capacity should be added to TH 10 in the
area between Round Lake Boulevard and new TH 10 thru the Cities of Coon
Rapids and Blaine, rather than forcing that traffic onto local roads and highways.

We have responded to the City of Andover's request for participating in a study of
the transportation corridor by indicating that Anoka County is willing to participate
in this study but that the Minnesota Department of Transportation should take a
leading role in this study as they have in other areas of the Metropolitan region.

Affirmative Action / Equal Opportunity Employer
