STREET PAVING PROGRAM <br />By: Steve Jankowski, City Engineer <br /> <br />CASE <br /> <br />Background: <br /> <br />At previous Road and Bridge Committee meetings there was a consensus that a priority <br />should be placed on encouraging the paving of existing dirt and gravel roads. <br /> <br />At the meeting, we will have a map of the existing dirt streets, along with an inventory of <br />mileage. I have classifxed the existing dirt street into three categories; (A) Those which <br />will be upgraded as MSA roadways with MSA funds; (B) Those that should be vacated; <br />and (C) Those that need to be pursued for paving with financing coming from benefitted <br />residences. <br /> <br />! believe thc focus of our effortrs should be directed toward those dirt streets in <br />Classification C. I beleive that options to consider for inducing paving of Category C dirt <br />roadways are as follows: <br /> <br />1) <br /> <br />Have Council initiate individual property by 4/5ths vote. Some roads may not be <br />getting paved simply because none of the neighbors feel strongly enough to start a <br />petition or do not wish to be identified as the instigator of the project. <br /> <br />2) <br /> <br />Make an educational effort to let residents know how the process of paving streets <br />works. We could develop an informational flyer and send it to property owners on <br />din streets. This flyer would contain the range of costs assessed on past street <br />pavings. <br /> <br />3) <br /> <br />Modify past City policy for f'mancing street paving to allow the City to pick up a <br />share of the cost. <br /> <br />Committee Action: <br /> <br />Based upon discussion. <br /> <br />Reviewed by: <br /> <br />City Engineer <br /> <br />R&B: 07/13/93 <br /> <br /> <br />
