At that time, a five sheet set of plans, <br />prepared by Land Graphic Design, was submitted as the basis for the permit conditions. <br /> <br />On December 31, 1992, the aforementioned mining and grading permit expired and you have <br />subsequently filed an application for the reauthorization of the permit based on the same set of <br />plans submitted for the original permit. In reviewing these plans, I have found a number of <br />conditions which have been modified since the original submittal and offer the following <br />information as the basis for requesting a modification to those original plans submitted: <br /> <br />· The existing grading plan should be revised to eliminate the grading necessary to <br /> accommodate the airport runway and the relocation of County Road #116. <br /> <br />Sheet 2 of 5, which contains the rough grading plan, shows cuts between two feet and 16 <br />feet are anticipated to bring the area down to an essentially "tabletop" fiat parcel. It is <br />suggested that a final grading plan be developed having a minimum grade of 0.5% as this is <br />the minimum acceptable grade to accommodated future roadways. This will enable the <br />property to be economically developed following mining activities. If the slope is directed <br />toward the wetland, future storm sewer costs can be minimized. <br /> <br />The existing grading plan includes a small area of deciduous trees adjacent to the wetland <br />which are located within the area to be mined. Presumably, this was acceptable due to the <br />fact that this area would need to be disturbed to accommodate the realignment of County <br />Road #116. Since it is now apparent that the realignment will not be necessary, these <br />deciduous trees should be preserved and the working area boundary should be relocated <br />accordingly. <br /> .,, <br />The submittal should be revised to show the extent Of the areas mined to date. The plan <br />should also include an example mining plan with erosion control and sedimentation <br />measures. I have some sample plans to assist you, if necessary. <br /> <br />Care must be taken to avoid any operation within a wetland area. Wetlands are no longer <br />identified solely upon the ordinary high water elevation. Type I Wetlands are often times <br />indiscernible to the layperson. We recommend an assessment of the wetland boundary <br /> <br /> <br />
