It ts my understanding from material provld~ by you that <br />Wilbur Dom and Tom Anderson own a~ partners outlot C, Lot I, Block 2 and propose to d~,elop the <br />pro~rty a~ I2 tw~nhomo~, <br /> <br />It ts my uncter~mndtng that thc project site is approximately 4,6 acre~ and planned for multiple-family dwelling <br />units as part of a Planned Unit Development (PUD) agreement, This PUD agreement states that development <br />may occur on the subject property at a density of up to 10 units per acre when municipal sewer and water <br />~ervice~ become available, It appear, lhat the project site t~ approximately 1.$ relies from the city*~ urban <br />~rvtc~ area, <br /> <br />The Metropolitan Land Planning Act requires the use of comprehensive planning to coordinate the plann~, <br />ordei'ly and staged development ol~ the metropolitan area. Mtnn, Stat, § 473,851 (1992). In particular, a local <br />communlty'~ public facilities plan must 'fl~crtbe the character, location, timtng, sequence, function, use and <br />mpaetty of e:~ttng anti future public facilities of the local government.' Minn. Stat. {} 473.859, subd. :3 (1992). <br />The PUD for Rum River Htlis indlcate~ that future high density development can occur at the time sewer an~ <br />water service become available, The city of Ramsey has inflicatecl that development or' Rum River Hills as <br />proposed at this time is premature because sewer and water are not available. To allow such premature <br />development would be inconsistent vdt& the timing and sequencing of public facilities as tndlc~t~ in thc city's <br />comprehemtvc plan and would not er~ure the orderly and ~taged clevelopment of the metropolitan area, This <br />would be inconsistent with the city's comprehensive plan and with several Metropolitan Counctl pollcl~, <br /> <br />Tho project site Is out~tde the eity'l urban servtee area and Is not planned to receive urban ser'vte.~ at lea~t <br />until the year 2000.
