CASE <br /> <br />DISCUSSION REGARDING PROCEDURE FOR MOVING <br />STRUCTURES INTO AND WITHIN THE CITY OF RAMSEY <br />By: Glyn Huff, Building Official and <br /> Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />At the January meeting, we discussed the need for an established procedure for moving structures <br />into and within Ramsey. The Commission directed Staff to research including a financial <br />guarantee in the ordinance to insure that the transplanted dwelling would comply with requirements <br />for occupancy. <br /> <br />Commissioner Deemer also questioned the structure size threshold for a licensed mover involved <br />with transplanting a structure. Transporting structures over eight feet wide on state roads requires <br />a permit. Transporting structures over 14 feet wide requires a licensed mover. <br /> <br />Observations: <br /> <br />If we assume that a moved in dwelling is destined for the rural area of the City, we might look at <br />some approximate costs in dollars to insure completion to occupancy as follows: <br /> <br />Excavation $ 1,000 <br />Septic 2,000 <br />Well 3,000 <br />Masonry 6,000 <br />Electrical 1,200 <br />Plumbing 1,000 <br />Heating 1.500 <br /> $15,700 <br /> <br />The Building Official had a discussion with City Attorney Bill Goodrich. He suggested that if we <br />require a financial guarantee, it should be in line with other dries because excessive guarantees may <br />be considered discriminatory. Furthermore, the City does not require a guarantee to insure new <br />construction will be completed to occupancy. Below is information resulting from a survey of <br />some of the surrounding communities for financial guarantee requirements associated with moving <br />in structures. <br /> <br />Financial Guarantee Required <br /> <br />Coon Rapids $3,000 <br />Andover -0- <br />Anoka -0- <br />Elk River -0- <br /> <br />If we try to be in line with other cities and require a $3,000 financial guarantee, it is apparent that <br />by the completion costs listed above, $3,000 will not go far to fix a worst case scenario, but it is a <br />start. <br /> <br /> <br />
