Absent: Councilmembers Beyer and Peterson. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Request for Final Plat Approval of Northfork Lake Addition; <br /> Case of North Fork, Inc. <br /> <br />Zoning Administrator Frolik stated that North Fork, Inc. is requesting final plat approval of <br />Northfork Lake Addition. The proposed addition consists of 18 lots and a man-made lake. <br />North Fork was given approval to deviate from the City's grid pattern for street names <br />subject to the City Engineer's approval. Also the street pavement width is proposed at 29 <br />feet versus the standard 31 feet. <br /> <br />Dennis Peck, representing North Fork, Inc., voiced concern over having to pay for a street <br />light proposed to be placed where the light benefit goes to a U.S. Trunk Highway and a <br />State Aid road. He felt it doesn't have any connection with North Fork Lake Addition mid <br />suggested it was unfair to ~ expected to pay $1,500 for this light. <br /> <br />City Engineer Jankowski stated that in rural subdivisions, the City is asking that street light <br />be placed at major intersections into the subdivisions. <br /> <br />After some discussion, it was determined that City Staff and Mr. Peck would negotiate a <br />cost sharing of the street light and the development agreement would be amended <br />accordingly. <br /> <br />Motion by Councilmember Zimmerman and seconded by Conncilmember Hardin to adopt <br />Resolution ~92-11-305 granting final plat approval to Northfork Lake Addition contingent <br />upon the developer entering into a development agreement with the City. <br /> <br />Motion carried. Absent: Councilmembers Beyer and Peterson. <br /> <br />Case #2: Adopt Electric Franchise Ordinance <br /> <br />City Administrator Schroeder reported this is the second reading of the franchise ordinance <br />with the two electric utilities that offer service in the City of Ramsey. The issue of a <br />franchise fee is not a point of action for this case. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to adopt <br />Ordinance #92-13 granting Anoka Electric Cooperative and Anoka Municipal Electric <br />Company a franchise for electric distribution systems. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Zimmerman. <br />Voting No: None. Absent: Councilmembers Beyer and Peterson. <br /> <br />Case #3: Introduce Franchise Fee Ordinance' <br /> <br />City Administrator Schroeder stated this is the same ordinance that was quite controversial <br />at the last meeting when introduction was tabled. <br /> <br />Mayor Gilbertson felt it was unfair to place this burden on the Council when there are two <br />members absent. <br /> <br />City Council/11/24/92 <br />Page 5 of 8 <br /> <br /> <br />
