CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, December 22, 1992 at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor James Gilbenson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />City Attorney William Goodrich <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br />Police Chief Michael Auspos <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the regular City Council meeting to order at 7:37 p.m. and led in <br />the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br />Bob Brown, owner of Production Design Products, 14161 t~asalt Street N.W., Ramsey, - <br />inquired as to what has been done with Danny's Aluminum Processing, Inc. <br /> <br />Zoning Administrator Frolik stated she notified Mr. Karst of violations of his conditional <br />use permit and gave him 30 days to correct them. If the violations are not taken care of, a <br />public hearing will be scheduled. She stated she has requested that Anoka County <br />Environmental Services and the Minnesota Pollution Control Agency inspect Mr. Karst's <br />facility also. <br /> <br />Mr. Brown stated that on December 8, 1992, he received a letter from a mediation group. <br />The letter was also sent to Jerry Martin, another business neighbor. He felt he doesn't <br />have to sit down and negotiate with Mr. Karst as the City sets rules and Mr. Karst should <br />have to follow them. He added that Danny's Aluminum Processing, Inc. looks a little <br />better but that Mr. Karst is still not operating within his conditional use permit. <br /> <br />Dan Karst, Aluminum Processing, Inc., stated he's been working very hard on screening <br />and getting his business to look better. He mentioned that his objective to proposing a <br />large building on the property was to eliminate outside storage. He stated he doesn't know <br />what Mr. Martin and Mr, Brown expect him to do. He-stated that they had all agreed to <br />meet around Thanksgiving time to find out each others' goals, then shortly before the <br />meeting, they stated they did not have time to meet. He stated that mediation services was <br />brought to his attention and he was willing to try that but Mr. Brown and Mr. Martin were <br />not. He stated that the Department of Health and Safety, OSHA, Anoka County and the <br />City of Ramsey have all been to his place of business for inspections. He added that he's <br />trying to bring Lots 2, 3 and 4 up to Code. He stated he's proud of the results of the <br /> <br />City Council/December 22, 1992 <br /> Page 2 of 9 <br /> <br /> <br />
