City of Ramsey <br /> <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 <br /> <br />(612) 427-1410 <br /> <br />February 23, 1992 <br /> <br />Mr. Jack Menkvetd <br />North Suburban Development, inc, <br />8741 Central Avenue N.E. <br />Blaine, MN 55434 <br /> <br />Re: Preliminary Plat Review; Rarnsey Commons 2nd Addition <br /> <br />Dear Mr. Menkveld: <br /> <br />We are in receipt of your Grading and Drainage Plan, Wetland Mitigation Plan and Preliminary Plat <br />for the proposed plat of Ramsey Commons 2nd Addition. Each of the plans consist of one sheet <br />dated February 8, 1993 and drawn by Jeffrey Caine, Caine and Associates Land Surveyors, Inc. <br />At thc time of sketch plan review, the plat consisted of a replat of Lots 1-4, Block 1, Ramsey <br />Commons. The plat has been revised to now also include Lot 2, Block 1 and Lot 1, Block 2 of <br />Sunny Ponds. We offer the following comments: <br /> <br />~ The property is zoned R-1 Urban Residential and is proposed to be replaned <br />into nine (9) single family urban residential lots. <br /> <br />~ All of the lots meet the 10,800 square foot minimum area for single family <br />urban lots. It is also noteworthy that portions of Lots .2.j 3 and 4, Block 2, as well as the <br />proposed street, are occupied by a wetland. Lots 2 and 3 of Block 2 have approximately <br />8,200 square feet above wetland. If the neck of the cul-de-sac were shifted further north, <br />both of these lots would have a larger amount of useable land. Perhaps some reduction of <br />the 80 foot frontage requirement should be considered for Lot 1 of Block 1. Because this <br />lot is so large, 31,179 square feet, the building pad could easily be set back on the lot and <br />still retain the side yard and rear yard requirements. This concession would allow <br />flexibility in adjusting the lot lines for the enhancement of the other lots and the parkway. <br /> <br />Lot Dimensions: The minimum frontage in the urban district is 80 feet. The preliminary <br />plat indicates that the minimum frontage is met by all lots either at the street or the building <br />setback line. It should also be noted that the thoroughfare setback from Nowthen Blvd. in <br />combination with the front yard setback limits the building pad depth on Lot 5, Block 2 to <br />approximately 30 feet. <br /> <br />Se <br /> <br />Streets, The lots in the plat will be served by a cul-de-sac extension of 148th Lane N.W. <br />from Sunny Ponds to the east. The cul-de-sac length does not exceed the 600 foot <br />maximum allowed by City Code. No lots will <br />have access onto Nowthen Blvd. N.W. <br /> <br />Utilities; This plat will be serviced by municipal sewer and watermain and 148th Lane <br />will be constructed to City standards. A petition for. these improvements needs to be <br />submitted to the City if the intent is to pay for these improvements by special assessment. <br />However, City participation in the cost of improvements is a Council decision. In the event <br />the City a~ees to participate, a petition form is enclosed for your convenience. <br /> <br /> <br />
