Although Mr. Karst would prefer to develop the site with city sewer and water and paved streets, it <br />doesn't appear that a sufficient number of the other benefitting property owners in the area are <br />interested in petit/oning for those improvements at this time. Based on that, Mr. Karst is <br />developing Lots 2 and 3 with on-site utilities.
