Councilmember introduced the following resolution and moved for its <br />adoption: <br /> <br />PROPOSED RESOLUTION #93-05. <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A~-HOME OCCUPATION <br />ON THE PROPERTY GENERALLY KNOWN AS 15141 ONEIDA STREET N.W. <br /> <br /> WHEREAS, Peggy Fritch, hereinafter referred to as "Applicant", has properly applied for <br />a Conditional Use Permit for a Home Occupation to establish and operate a one-chair beauty salon <br />on the property generally known as 15141 Oneida Street N.W. and legally described as follows: <br /> <br />Lot 6, Block 1, RIVER BLUFFS, Anoka County, Minnesota. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Section 9.03.04 (ConcLitional Use Permits) and Section 9.11.04 (Home <br />Occupations) of the Ramsey City Code on June 1, 1993 and that said public hearing was <br />properly advertised and that the minutes of said public hearing are hereby incorporated as a <br />part of these findings by reference. <br /> <br />That the subject property is zoned R-1 Rural Residential and is approximately 1.5 acres in <br />size. <br /> <br />3. That beauty salons are not a permitted use in the R-1 Rural Residential District. <br /> <br />4. That the subject property is surrounded by R-1 Rural. Residential zoning. <br /> <br />o <br /> <br />That the Apphcant has provided documentation to support that the home occupation will be <br />conducted within the private dwelling on the property and that the area set aside for the <br />home occupation does not exceed 20% of the total floor area of the private dwelling. <br /> <br />That the Applican~/residei at the location of the proposed home occupation. <br /> <br />That the Applicant has stated that the home occupation will not include any employment of <br />persons not residing in the private dwelling in the performance of the home occupation. <br /> <br />That the Applicant has stated that there will be no exterior storage of business equipment <br />and materials. <br /> <br />10. <br /> <br />That the Homeowner's Association for River Bluffs has submitted written comments <br />stating no objection to the Applicant's request. <br /> <br />That the proposed use witVwill not be unduly dangerous or otherwise detrimental to <br />neighboring residences. <br /> <br />11. <br /> <br />That the proposed use will/will not substantially adversely impair the use, enjoyment or <br />market value of any surrounding property. <br /> <br />b <br /> <br /> <br />
